ci: parallelize package builds and publish with docs deploy
Refactor the CI workflow to build distributable packages in
parallel with checks, then upload them to the Pages deployment
alongside documentation. Simplify artifact naming to use only the
OS rather than commit SHA and date, and add SHA-256 checksums.
