Add sheet system and reorganize workspace
- Add new "sheet" crate to workspace
- Rename "systems/asset" to "systems/_asset"
- Reorder workspace members and dependencies for clarity
- Update constants with new paths for auth and rules
- Add conditional compilation for system module
