Subject: Add platform restrictions to deployment configs

- Move build_helper from crates/ to tools/ directory
- Specify platform targets for shell completions and entry scripts
- Bash scripts now target linux and macos
- Powershell scripts target windows
- Zsh plugin files target linux and macos
